It depends on what you mean by life. There have been instances where researchers have created the building blocks for life within a controlled environment (test tube). As for humans and other complex life forms this is how in-vitro and cloning works. However in order for it to come full term it must be implanted into a surrogate to develop.

Still need a sperm and an egg. Haven't reached that point yet when they are no longer needed.
