photoshop , ImageReady .. all picture softwares allow u to change the picture background -as far as i know- well if u wanted to download one go to www.downloads.com sure u already know it ,,

It will allow you to change the color of anything.

Yes photo shop is the best software so far. But you can use other free editors which comes with your windows operating system if it is minor editing like adjusting contrast,resize,croping,color balance etc.
