well, which one stares? Does he maybe have a lazy eye? lol Seriously, I had the same thing my freshman year. He was so hot, needless to say I never did find out if he was ACTUALLY looking at ME or someone/something else, so if you want to know, find out. Make conversation or just ask him. The worst thing that can happen is you'll look like a fool, but none of that really matters after you graduate anyways.

I find 'like' a strong word. Don't think too much or you might get hurt. Usually guys look at you since they find you pleasing in their eyes. I think it's a good start for you to start a friendship. But sometimes a guy, will think too much too. Just because you start the friendship, they might think it will eventually lead to a relationship. So I recommend moderation and caution on your actions.. check their maturity first and yours as well, since you don't want to get hurt nor hurt someone.

Well I'ma a 27 year old guy, The only girls that i"ve stared or smiled at when i was in school were was that i was interested in, I'd say probably yes, Are you in high school?

It depends how old you are. You sound young, so none of this advice matters.
But I'm in my early 20's and in college. I stare at girls a lot. But that doesn't mean I'm interested in them.
