Better yet, just wrap that persons car. Use the clear plastic wrap. From bumper to bumper. Roll it under the car and over the top, front to back. Put Vaseline on the door handles and on the steering wheel. Or on the shifter. There are lots you can do without getting into to much trouble.
I think that using police tape would get you into trouble.
