By change, I mean coin change -- quarters, dimes, nickels, or pennies -- none of this, "I have a hundred dollar bill, so can't give you change for your dollar" stuff.

The answer is very obvious....99 cents. Three quarters, two nickels, one dime and four pennies. Or just plain 99 pennies.
