Pet store, feed store and some Marts have a product that's called Bit*hes Milk. It's made just for the purpose of feeding puppies. I actually think it's real mother's milk and not man-made at all.
Breeders came up with this idea to help females when they had too many puppies to handle alone.

Go to your nearest petshop or vet and get some Esbilac milk replacer formula for the pups, you may also want to check with your vet and see if he may have some colostrum on hand (very important that the pups get this first milk).
Here are a few sites that tell you what you need and how to feed the pups. http://petcaretips.net/feeding-puppy-formula.html
This site has a homemade formula you can make http://www.leerburg.com/bottlefeeding.htm
Good luck

If you have a feed store around you can go and get some milk for puppies from there. DO NOT give them cows milk it will only make the puppy sick. Try going to walmart they usually have a type of kitten milk which works great for puppies too!

Just like everyone else has already stated, your vet or pet store can recommend a good replacement product. I just wanted to say, don't worry about the puppies. I had a dog and she had one puppy that lived. She cleaned her off half-way and just left her to die. We took that puppy and raised her on replacement milk and then a puppy milk combo and eventually she was eating regular food. This dog is huge. You could never tell that she was "abandoned" by her mother. So they will be fine. Good luck!

You can buy prepared puppy formula or make your own. To make it yourself use canned evaporated milk, egg yolks, boiled water and Karo syrup to sweeten. Mother will make more milk the more she nurses. Sometimes the litters are just to large. The smallest pups should be nursed first and then let the greedier pups eat. Good luck and enjoy your puppies.

I fed my pups evaporated milk when I weaned them from their mom... you can buy it at any grocery store. Make sure not to get condensed milk though.... only EVAPORATED MILK.
Are these newborn pups? Her milk will take a day or so to come in so don't freak out just yet.
As long as they are nursing, they are getting some colostrum and if they aren't gaining any weight in a day or two suppliment them with evaporated milk until they are ready to be weaned onto solid food.

Pet stores, and vets sell a supplement. Before that came out, we gave ours, pet or carnation milk from a can, we had to add a little karyo syrup. You can also find it on line, by looking for milk supplements for puppies.

Use puppy formula from the pet store. Do not use regular cow's milk, it's bad for their stomachs and they don't get the nutrients they need.
