I was told about 2-3 times a yr.Is that correct?

If you choose to clip your bird's wings, it should be every six months

Cockatiels molt about 2-3 times a year but go through one major one (at least in my home) in the late summer when they would be finishing their breeding season at my place. They do drop feathers in mini molts approximately every three months or so. It's just dropping a few feathers here and there to replace worn ones. During these mini molts their flight feathers will sneak up on you and you'll have to check their wings every 6-8 weeks to make sure a flight feather hasn't grown in. Cockatiels are really good fliers and one unclipped feather on each wing will get them air born again.When you see a new feather you just snip it. It's a case of maintenance rather than full out clipping except for that one large molt once a year.

Cockatiel wings should be clipped as soon as flight feathers can easily be seen again. Another indicator is that the bird will have more lift and be able to fly further. There is no set amount of times per year as each bird is different.

Never, if you are clipping the wings on the chance the bird might get out, it is useless. My birds wings where clipped, but when he got out, it was a windy day, he caught an updraft and was gone ... ( did get him back) I only clip wings on new birds..... helps me in getting them hand tamed, as clipped wings makes the bird much more dependent on you...... I would never clip the wings if you let the bird out on a regular basis and have a cat or dog in the house......its just to big a risk..... a bird should never be let out of its cage unsupervised any way, but cats and dogs can move incredibally fast, and are unpredictable..... and, if on the chance your bird should get out, clipped wings will keep him from getting away from a preditor

My cockatiels only get their wings clipped when they first come into my house. I do this for taming/training purposes only. By the thime their flight feathers grow back, they are tamed down and they have learned to stay where I put them, weather it be on my shoulder or a perch in my house.
If you are insistant about keeping your bird's wings clipped, then 2-3 times a year is sufficient.

When they molt the cut feathers, new feathers will grow in. To check, lift the wings: if they have more than one complete, uncut feather in the row of cut primary feathers, you need to clip them. Small birds are lighter and can fly quite well even when partially clipped. You really need to stay on target watching those wings when you have a small bird.

Get your bird groomer or vet to show you the flight feathers and get those trimmed when they start to come in before the bird starts to fly.
