On a Sunday at 3:00 there will be no traffic. Dulles airport in in the burbs of Northern VA. You will have no problem at all.

Depends on where you are coming from.
If you are coming from the north, take the outer look of i495 towards Virginia, and make sure you keep an eye on the ramps to 270, which can be confusing. As soon as you cross the American Legion bridge start planning your move to the right lanes, because the exit to the toll road is going to be to your right. If you are going to the actual airport you should take the center lanes of the Dulles road, these are less busy and you will not have to pay a toll.
Don't get intimidated by the aggressive drivers. The trick is to drive at the same speed as 85% of the people on the road. If most of the cars feel like they are going 65-70, that's your speed. Driving slower will make some idiot pick on you for no particular reason. Yes, even a Sunday afternoon.
If you are coming from the south, then you are in trouble. The junction of i95 and i495 is extremely complicated and the new bridges make it look extremely intimidating. To make things worse, the off ramp from the inner loop of i495 to the Dulles access road is on the left lane, so you will have to drive much faster to justify sticking on that left lane.

Yes, sometimes the traffic is bad, you just need to time it right so you don't hit traffic. I bet some locals can help you out and tell you when the best times to drive are.

I don't know about hours. DC traffic is bad, but it depends on lots of things. There are several different suburbs, and some of them are harder to get in & out of than others. Probably not hours, but commuting is certainly unpleasant. Even the subways get crazy.

You're OK on Sundays. If you're heading from the south - I-95 may be a bit slow. If you're coming from any other direction - there should be no issues.
If this was Friday afternoon or Monday morning - there would have been issues.

It's gawdawful. They drive like maniacs. AVOID rush hours to remain sane and alive. Before 7 AM and after 6 PM it is almost bearable.
