The 555 is sort of a kit of timing components that can be used to make an oscillator, timer, or one-shot depending on configuration.

I like the CD4047 because it is easier to use to make a symmetric oscillator & it uses very little power.

An oscillator is any circuit that can create an oscillating signal. You can make an oscillator out of a 555 timer chip, or two transitors and resistor/capacitor, or a crystal with an amplifier, or lots of other things.

An oscillator is a sine wave and it is variable. The 555 is a square wave.
