I'm a bit confused as to what country you are in: I would have thought you are a US citizen in the US, mentioning for comparison purposes UK citizens in the UK.
In either the US or the UK It is possible to extend one's stay for tourism or business, but it may not be a good idea. (If you enter the US on a visa waiver your stay cannot be extended, although if you're in the hospital your overstaying might be excused.)
For either country, if he returns to Korea within the duration of his visa, and if it is a single-entry visa, he will almost certainly be able to get a new visa for a further visit in due course. If he extended, and especially if the extension is denied (which in the case of the USA will appear on the State Dept. computer and probably also in his passport), he will have difficulty. But my impression is that applying for an extension at Lunar House, Croydon and being refused is less damaging to future visa prospects than applying to USCIS for an extension to stay in the USA longer.
You haven't provided enough information for me to say more.

If he is currently here on a Business/Visitor visa, then I am afraid that this visa cannot be extended. If he is in the UK as a student, then this visa CAN be extended Contact the home office. If your friend is in South Korea and wants to visit the UK, than yes, you can write a letter to invite him here. If he is in S.Korea and wants to study here in the UK, then yes, you can write a sponsership letter, however since last year, anyone who is Non EU or EEA or Swiss citizen and wants to remain in the UK for more than 6 months must obtain a residence permit from the consulate in their country of Origin.
If your friend is from North Korea, then contact the British Embassy in Seoul for advise.
The rules are expected to change next year again, and writing an invitation letter will be eradicated. We will be following a similar system used in France.

Your friend does not need a visa as Japan are not "visa nationals", which basically means they can come into the country to study without a visa, but make sure they have letter of acceptance from place of study and remember they DO need a visa if the stay is even 1 day over 6 months.

He will have to apply for an extension of his visa. If still dependent on you, you will have to provide evidence of this. So, yes, you will have to write a letter but not to him.
