According to Christian tradition, only those who do not believe that Jesus died for their sins go to hell. Did Judas believe that Jesus's death would save him from hell? If yes, the answer is no. If no, the answer is yes. I'm pretty sure Acts does not report on Judas's belief, but it does say that he committed suicide pretty gruesomely.

The problem with your theory is that God did not tell Judas to betray Christ. He knew Judas would, because He knows our hearts and minds, but He did not direct him to do it. Judas did it of his own volition. Judas could have repented of what he had done and Christ would have forgiven him, but instead Judas went out and hanged himself. Christ is always ready and willing to forgive us of our sins, but much of the time, we go out and do something totally stupid instead of asking for His forgiveness.
