Yeah why not so long as they can properly care and train them.
Over 5 million animals dies in shelters yearly. That number would be a lot larger if people didn't adopt.
Spay and neuter your pets!

It is had to say. If the owners take responsiblity for them, but if you have 5 dogs just hang out either on a chain or in a kennel and no one ever spends time with them then they should have no dogs. We have one lab. It gets walked three times a day and goes to the park part twice a day of an hour each time. We are considering getting a second just so he has a companion for the 6 hours he is alone.

If they have a big back yard and they take care of them, why does the city need to interfere? Some people are such trouble makers, its b.s. its just a sign that are jealous or something, people should mind their own business really esp. if its not effecting them in anyway. I agree with the person who said too many animals are killed a year, well, its so true...some irresponsible breeder just dumped a slew of pure breed L.A. Calhoun pups b/c they were deaf (LEFT IT UP TO THE SHELTER TO DO THE DIRTY WK)....he felt he could not sale them. If you go to the deaf dog clubs web site, they are begging people to get these animals b/c they don't want to kill them...every animal deserves a chance and I know one person can't save the world but maybe you could help your neighbor find homes for the pups if this a neighbor of yours...its really sad that people who have heavy hearts and care more than others, usually have to pay the burden of a bunch of unwanted and unloved animals.

Well, it depends on how well a person cares for the animal. I do not think you can create a blanket law on how many dogs you can own to solve what ever agenda you have.
Maybe a person should go through an adoption process similar to adopting a human baby.
However I think it should be carried out by Dog organizations rather than a governmental agency...which I'm sure your in favor of.

Definitely 2 dogs are better than one. They tend to keep each other occupied and enjoy socializing with each other. This is also very important if the owner has to be away for several hours each day to work. I've found that a lone dog can be very destructive and prone to getting excited and bark over everything but dogs with a companion are better adjusted in general.

As long as they aren't a public nuisance, they're not barking or aggressive, the owner regularly cleans up after them and they are well-cared for, I don't see why not.
I do think 3 is the limit, though, speaking as an owner within city limits who has 3 hounds. Otherwise you're running a kennel.

why is it up to anyone to impose limits on someone else? If the dogs can be properly cared for, then the person and situation should dictate. My mom could not handle a single dog. I, on the other hand, handle 10 just fine and could actually handle a couple more.

I'm within the city limits and I have two...but I live in a small city...as long as people take good care of their animals and their animals are not bothering anyone else why does it matter?

Numbers have nothing to do with it. Some people can care for numerous dogs well, some struggle to take decent care of one.
Limit laws don't work. Crappy owners will still be crappy owners and hoarders will still be hoarders. Limit laws only punish the responsible.

Just make sure you get the right breed. Get something from the non-sporting group, so that they will have low activity requirements. Some are: Bulldog, Boston Terrier(my favorite), Chihuahua, Mexican Hairless, Bichon, French Bulldog, Lhasa Apso, Miniature Poodle, Shiba Inu, Tibetan Terrier, etc.
