You didn't say where you go swimming. If it's in a pool, you may need to check the chemical balances in it.
Cold rags help,but tend to get warm quickly.
Cool cucumbers are good also.Just two small slices, they don't have to be thick. And leave them on your eyes for about 30 minutes. It works in health spas !
If you go swimming at " dawn " which is morning, I take it that you are saying that your eyes are puffy BEFORE you go swimming. Try the cucumbers BEFORE you go swimming, but be sure and check the chemical balances. Especially the chlorine.

have some sliced cucumbers in the fridge the night before and when you wake up put them on your eyes after you lay back down for about 1/2 hour and this will take the puffiness away

Seriously---Preparation H. You have to get the cream. Yes, I know it's for hemorrhoids, but if you put a little of the cream under your eyes, it will take the puffiness out almost immediately.

You have mild conjunctivitis. This comes from getting water in your eyes that is infested with raw chicken.
