Civil engineering isn't the problem. Poverty isn't caused any more than darkness is caused. Prosperity is the product of work and wealth production. Poverity is the absence of work and wealth production. It really doesn't have anything to do with technology it has to do with philosophy.

For example Mugabe's Zimbabwe. Here you have a country that was once the bread basket of southern Africa and now is starving. Was this caused by a lack of civil engineering or the philosophical change to a socialist form of government. There's no incentive to plant crops if looters are going to move in and harvest it. Better to boil the seed and eat it now.
