Some email programs (such as Outlook) have a feature where you can request receipt notification, and "read" notification.
However, note that these are "requests". You cannot force the recipient to "allow" their mail reader to respond. Such is controlled by their settings.

In Outlook Express, click on Tools, Options, Receipts, select request read receipt. I'm sure other email programmes have a similar setting, though the commands are probably different.

A lot of email programs like thunderbird let you request a return receipt when an email has been read.

No, the only way u can know if your recipent read or opened the mail u sent them is when you send them a greeting card.
