The USDA does all of the commercial kennel licensing... if you do not sell puppies through a broker you do not need to be USDA licensed. Some counties have individual laws limiting the number of dogs you can own without becommming licensed though... no idea for seneca county, OH. If your kennel involves more than 10 adult dogs and you plan to sell wholesale, contact the USDA for more information. If you don't sell wholesale, you technically don't need to be federallky licensed. BTW wholesale means you sell to someone else who has the intention of resale.

The deadline for purchasing dog licenses without penalty is January 31. The licenses may be purchased starting December 1 at the Champaign County Auditor's Office, 1512 South U.S. Highway 68, Suite B300, Urbana.
The licenses are $9.00 each for all dogs and $45.00 for a kennel license; a kennel owner is defined by the Ohio Revised Code as a person engaged in the business of breeding dogs for hunting or for sale.
Licenses not purchased by January 31, of each year will be subject to a penalty. The penalty is an additional $9.00, making the total fee $18.00 for a single license, and an additional $45.00, making the total fee $90.00 for a kennel license.
Mail applications are encouraged--license application forms have been published in the Urbana Daily Citizen and the Booster, as well as being placed at various locations around the county, however a form is not required, licensing information may be submitted without an application form.
The completed application must be sent with the proper fee and a stamped, self-addressed envelope. Persons who do not include the stamped. self-addressed envelope must pick up the license at the Auditor's office

Sooner or later you will have to go to the county commisioners, so you might as well get that process started. If your county is like most, the building inspectors and building permit office will be right there also.(they will have a check list of everything you need) Most counties have special zoning and land requirements for a kennel licence (here I had to have two acres that were zoned either agracultureal or commercial.) I then needed to obtain both a buisness licence from the county (same office), and a licence from the county shelter (where you would get a normal dog licence)

Like everyone else told you, look up the shelters or rescues either online or in the phonebook. Be very, very careful in PA. Pennsylvania is the puppy mill capital of the East. They've tried and gotten some shut down recently but there are still tons more. Just be very careful where you go.
