Yes but you cannot use it while in flight.

You may take it but you are not supposed to turn it on in flight. I will tell you that I travel almost every week and I have seen several people use them and they work as long as you hold them next to the window. Personally, I do not believe this is the best time to take one on an airplane with all the threats, but I also think it would be cool to see where you are. Maybe you could try flying an airline like Frontier which has the personal TV's for every seat. One thing you can watch is the position of the aircraft.

You'd have to hang it out the window in order to get enough satellites to triangulate your position, so it wouldn't do you any good. Besides, every plane has a trip map that shows you where you are and how fast you're going and what the temperature is like outside your window.

no you cannot. u may however be able to bring it in your carry on luggage. but it is not to be turned on while in flight.

Sure, just don't expect to turn it on and use it. They won't let you, It's probably better to put it in your luggage that to carry it on board.
