Did God created creatures of his image and likeness that would control evil? or is it that God knows everything and planned everything that He even planned Evil on us?

First, "Lucifer" is not the devil. According to the Bible, "Lucifier" ('Light-bringer') was used as a metaphor for the king of Babylon.

Second, the idea of Satan 'ruling' hell came from Dante's Inferno, not the Bible.

God gave us the ability to choose to follow Him. If we choose not to do so, then we have made an evil choice. The fault is ours and ours alone.

God would never plan evil for us, but we have been given free choice, we either choose evil or good, life is all about choice, there is nothing made in heaven and earth that God has not created, or given man the ability to create, when God created the world there was nothing He didn't know about, because He knows everything He even knows what we are going to say before we say anything, He knew even as He was creating Adam and Eve that they were going to make a mess of it and choose to do evil and planned to send His Son Jesus into the world to die for us so that we might have life and salvation through believing in Him and to save us from death and hell, hell is a place that God has created for the devil and all his angels, and all who have rejected the wonderful gift of Jesus His Son, no one can enter into heaven unless they have accepted Him as their Lord and Savior, God wants to bless us with everything that is good and give us life not death or anything evil.

Listen, God allowed evil unto this world so it could come to existance.. Everything exists in form and anti-form here.. Lucifer is just the representation of the beauty which is ugly in God's eyes. This beauty controls us.. It's around us turning us away from God. The power of money, false happiness etc.

Evil could not exist in a divinely created world without a god or gods specifically allowing for the possibility of evil existing.

Therefore, God is the root of all evil.

Nothing "controls" evil. Evil is not some centralized fighting force with a leader that tries to attack "good." Evil is chaotic; it is simply when someone decides to purposely harm an individual or society. (That's a bad definition, and not meant to be inclusive. The point is simply that evil has no central control, not even us. It just is.)

Evil can only go as far as God allows. I'm not saying that God is the author of evil, but He is in total control.Nothing takes Him by surprise, nothing can overcome His will.

The power to both good and evil lies in us all. Sometimes is it just circumstances that destinguishes the way we act. No one can be good all the time, and no one can be evil all the time. You can call this God and the Devil if you prefer or Yin & Yang.

The destinction between good and evil is a difficult one: Is it evil to kill someone who may be intent on harming you and your family?

Is it good to save a psychopath child murderer from an angry crowd?

Are we evil for killing animals for food?

Are we good just because we go to church and worship?

2 Corinthians 4:44 states:"among whom the god (Satan) of this system of things has blinded the minds of the unbelievers, that the illumination of the glorious good news about the Christ, who is the image of God, might not shine through.
