The Japanese education system is set up with those in elementary grade levels, after their schoolday, then work as the custodians and clean the rooms and halls with the teachers. I am wondering if this such structure continues with the older students, those in High School.

Yes! I swept and wiped our classrooms, hallways, bathrooms, and playground when I was in high school. I'm sure that most, if not all, high school students (both public and private) in Japan clean their schools everyday. However, we don't do it in college.

i know from first hand, personal experience that it continues into the junior high school level and i would be very, very surprised if it did not persist into high school as well.

i think it is an excellent idea and, if nothing else, discourages vandalizing and the defacing of school property. what is the point of making a mess of something when you are the one who has to clean it up afterwards?

this type of socialization contributes to the relative cleanliness in japan, i think. you would never see the sort of litter and filth you see in NYC in a Japanese city, even the more depressed parts.
