As their names say, a command line operating system takes the imput from the user through a command line (a prompt) at which the user imputs the commands by typing them from the keyboard. A good example of command line operating system is "MS-DOS".
A GUI (Graphical User Interface) operating system takes it's imput from the user through graphical elements (menus, dialog boxes buttons etc.) in which the user selects the commands or the options by using an imput device (mouse, keyboard, trackball etc.). A good example of GUI operating system is "Windows".
Usually, the GUI operating systems are easyer to use, as the user doesn't have to memorize a set of commands (like for the command line ones), but selects the action he/she wants the computer to perform from menus, dialog boxes etc.

The difference between dos and windows. Command means you have nothing on the screen except a C: prompt and you enter commands at that point to do anything and everything. A gui is a graphically based system so that you can point and click. Note - the older versions of windows were overlays on top of dos, not true operating systems.

GUI OS is something like abode windows that you've all pics to symbolize what you want to do. while, non-GUI (or CLI - Command Line Interface) is a few difficulty like DOS, the position you style instructions for what you want to do.
