In an era of instant and effortless gratification, such as TV, Internet, Cell phones, etc, people are no longer able to concentrate on details if it requires individual effort. I find this is especially true in younger people.
In answer to your specific question, no, people are not inherently "stupid". The brain, like any piece of fine equipment, is capable of a great deal, when used correctly.

People in general do not use the full potential of their brains. And when they do get the opportunity to open up a more clear picture of what they should and should not be seeing/doing/being they don't know how to take the first step.
Ignorance is bliss. This statement is true for many people. Sure start baby steps and move forward. People don't always know this and they don't have the ability to do it. By ability I mean they don't have the
"know-how/encouragement/gumption to do it.
The first step to change is knowing they have the problem or are doing the stupid s**t to begin with. Once they know THEN I would say YES THEY ARE STUPID or possibly ignorant when they keep on doing stupid things.
People should realize the stupid things they do. But think about it, the world the way it is today-fast paced, oblivious to what the needs of others are, narcissistic and full of greed and stress. It's hard to not do aimlessly stupid things under these circumstances by the mere Absentmindedness that society breeds today.

Those people you call stupid, may not be so stupid dear. It's just the way people prioritise things.
Consider this. If I owe you $500, and I happen to be in financial problem, I would pretend to appear stupid by making illogical excuses that you won't understand.
The other way round, you owe me $500, I'll be INTELLIGENT enough to understand any problems that you may have.
Another reason is people can be sometimes, lazy in understanding things. This happened to me while dealing with customer care executives. Recently I called PayPal customer care, the lady was just behaving in such a foolish way. All I wanted was to get my cheque cancelled. Believe me, she never understood this simple situation. When I asked her her occupation. She said she's a mother of two kids, and they go to school. So obviously, she's intelligent enough to take care of them, but she couldn't handle a simple thing.

I used to work at Quaker Oats Research & Development Labs outside Chicago and there were some of the smartest people you could ever meet working there, and they were so stupid. They were all highly educated, mostly Phd's, yet they had no common sense. So, it's my theory that you get one or the other, book smarts or street smarts. I'd take street smart any day.

Some people have no brains to use. A prime example is the dumb, moronic idiot I was behind yesterday doing 60 in a 65 zone in the left lane and slowing down when I got behind her. Some people are just plain stupid all the time.
