I read all of Job chapter 21 I have adifferent version as I have the NIV. The footnotes give a good explanation to what is going on here and I think to have the full meaning you are gong to need to read more than this chapter. At the end of chapter 20 it is talking as to what God will do to the wicked and then Job is answering Zophar. The wicked in some sick sense seem to get by in this world buit will not enter the knigdom of heaven. Job was being tested and then rewarded with far more than he had ever had for not losing faith in God.

Do not look for explanations in the bible. It's the most contradictory book ever written. It's filled with contradictions. Why do you think there are sides? If there was a God, he wouldn't be able to understand which side to take, because there are infinite "sides". Most people are just looking to satisfy their own interests, although a few good people still roam the world.

God is on your side. Sometimes bad things happen to you but there is always a reason. He has a plan and sometimes we don't see the whole picture. Our views at times can be short-term while God sees everything in the long-term perspective. I am sure one day God will explain everything to us and we will be amazed at his wisdom.
