Yes most deffinitely! Unless you denounce your citizenship that is. In that case, you will no-longer fall under the protection of the United States, which means your basicaly up chit-creek without a paddle. most in the Vietnam war decided they would run to Canada and everything would be honkey-dorey, WRONG! when they came back they faced 5 yrs. in leavenworth, and/or a $15,000 fine for desertion. If they stayed gone on the other hand for 10 years or more they were in no trouble at all, Just were not U.S. citizens anymore. So it really was not worth it if you ask me. God knows i went through hell in the Nam, But I'll be damned if I ever "Draft-Dodged" or "Renounced" my citizenship for any reason. I am an American to the very core of my soul, and neither "Fear" nor the threat of "Death" could ever take that away from me. The ones who ran back then were not just against the war, they were COWARDS, plain and simple. I was there from 1967, till 1970, In the United States Army Green Berrets, (Special Forces) My younger brother was killed in a battle in Da-nang in "69", Just before I ended my 3 tours of duty. He did two tours of duty there. I was not made aware of his death until "70" after my return home. Needless to say I wanted to return immediatley. Anyways, To answer your question, as long as you hold the title "American-Citizen", you are required to answer your nations call to duty, regardless of where in the world you may be. If you are still a US Citizen and eligible for the draft, Then Yes you are required to report for the draft. There may be some leeway if you can show that you ahvent been notified, but even that goes only so far. all they would have to prove is that you are aware there is a draft, not that you knew you were selected. If you knew there was a draft it is your responsibility to make yourself available in the event you are selected.
