The churches and shelters can feed them, but if the public (THE PEOPLE) feed them you can get a ticket. For Ex. Your at a picnic and a BUM ask for food you can't give it to them.

I think its pretty ridiculous that Oscar is deciding to bully the homeless people. The city has taken eveything away from them and St Vincents closing has really affected the whole situation. Its seems to me that the pan handling has gotten worse over the last few months. Oscar needs to take a step back a get better alternatives for these people so the are somewhat accomidated..

I agree with it. The law prohibits anyone from feeding homeless people only in city parks. It was designed to stop mobile soup kitchens from setting up in the parks. The city agrees that while the efforts of the soup kitchens are noble, they inadvertently discourage the homeless from seeking other services like medical and shelter assistance and substance abuse counseling. These services are purposely available at established soup kitchens to expose them to and encourage the homeless to use them. By bringing nothing but food to the homeless you are only satisfying their most immediate need and not helping in the long run. You also give them no incentive to better their lives and provide for themselves. The law was also enacted in response to citizen complaints that the soup kitchens were drawing large numbers of homeless people to the parks and making them unusable for others.

Most people who are homeless don't want to be that way but as far as finding a job or other things needed to help it is pretty hard when you have to have a phone for contact and and address to get a letter at. It is a losing battle and not letting them get food will just let them die. I think it is a cruel law to pass and I will be in jail for feeding them anyway.

That may be the saddest thing I've ever heard. The casino owners should be building shelters.

If its a way to keep drunk, drugged and diseased homeless people away from me while I am trying to enjoy my vacation I am all for it.

Designate areas for them to get food, away from tourist and residential areas.

Makes perfect sense to me.

Even the churches can't feed them? Doesn't sound like you have that right.
