Eagles are predatory birds and they are symbol of the Absolute whereas doves stand for purity/virginity etc... Apparently the dove was symbolically more compatible with the task at hand (finding evidence)

it was the dove sent by Noah to find tracxes of evidences aafter the flood because the dove is not animal eating bird, while the eagle may eat the remains of the supposed evidences of death or nanything that could b e seen by it. the dov e is so humble and kind bird not like other b irds

Eagles can stay aloft for a very long time. Doves can not. He was in a hurry to get out of the ark. It was smelly and he had been there a long time already.

It's a spiritual sending of a peace offering to a God who drowned the whole world 40 days ago, can you imagine an eagle as an offering of peace, it would be a show of power that would be answered by another 40 days of deluge.
