Buy some Jelly, (Jello?),. teddy bears, wrap them in safe kids paper or somehing, and hide them in carefully thought out places around the party place,.. ie don't hide them in your closet full of household cleaning chemicals etc etc,.... go get them to find them,.. kids love Hide n Seek things :o)
Also, can you afford to hire a party clown? If you can, get one to come in for say 30mins,. the kids will love to have fun watching a clown perform silly tricks etc,. :o)

Do you know the game where you draw a spider by throwing numbers on a dice? You could do the same with teddies (1=body, 2=legs, 3=arms, 4=ears, 5=eyes, 6=head) - but it does involve some cutting out for you beforehand!
I had a similar party for my son - except the theme was pirates, and I did all the normal party games, but gave them a pirate theme!. I also chickened out and got a magician, to fill some time! I told him what the theme was and he worked it into his show. Excellent - and not as expensive as I thought it would be! He did 45 minutes. Games lasted about 30 minutes and food filled the rest of the time!
Good luck - I swore I would never have a party at home (or, indeed, in a hall!) again! Since then, we have done visits to an animal park, laser questing and so on with my son - luckily my daughter loves going to 'adventure' places - you know, the ones with ball pools and climbing stuff!

I remember going to a teddy bears picnic when I was little and there was a crawl-through maze made from joined together cardboard boxes and sheets and things with teddy treats inside hidden in the dark! Can't wait to do it for my daughter in a couple of years when she's old enough!

do you have "banging the pot" where you live? it's good for a picnic themed party because it involves little treats the kids can eat and preschoolers love it. in germany it's a kindergarten classic. you need a saucepan, a wooden spoon and a blindfold of some kind. all the kids sit in a circle and one kid is sent outside. when the kid is outside, you put a treat somewhere into the circle and place the pan on it upside down. then the kid outside is blindfolded and brought back in. he or she is then given the wooden spoon and spun around two or three times for further disorientation (you don't have to do that, but it's more fun then). now the kid will go down on their hands and knees and probe the floor for the pan with the spoon, like a blind person would use their cane. when they find the pan, they get the treat and the next kid is sent outside. this is also good for basic things like coordination and honing your senses, so on top of being great fun it's also good for their brain development.

Cut out pictures of teddy bears from magazines etc, and glue on to cardboard. Then cut into 4/5 etc and hide pieces. Do this a few times and send them on a teddy hunt to find the pieces, complete the pictures and then return for small prize.

Want to be *really* popular?! Make a pinata! If you feel creative, make one 2 or 3 feet high/wide/deep out of a wire foundation covered in papier mache, let it dry, decorate it with coloured tissue paper and sequins, leaving a 'flap' hole in the side and a secure wire loop at the top. If you feel a bit flush, just go and buy a ready-made one from a party shop or Selfridges/Harrods. Fill it with lots of sweets and little toys, and secure the 'flap' shut. Bring to party. Hang it from the branch of a tree, low enough so that a blindfolded kid can swing at it with a broomstick-type bat. Each kid gets a couple of gos at it til it bursts and all the sweets fall out (kids dive in)! Could be in the shape of the sun, or the moon perhaps. Just don't make the pinata too thick with the papier mache, or it won't break!

Hunt The Honey Sandwiches - Cut out triangles of yellow card, hide them and get the children to find them.
Find Pooh - Get pictures of various bears, cut them up into irregular shapes. The children have to find all the ones that show Winnie The Pooh and build up the picture.
Teddy Bear Cloakroom - Get pictures of famous bears clothes (for instance, Paddington's hat or wellington boots). Children have to guess the bear from the clothing item. You could use real things rather than pictures.
Teddy Bear Pass the Parcel - Parcel gets passed from one person to the next, but child must wear "bear paw" gloves to open parcel up.

My daughter is 5 and she loves pass the parcel where they pass a wrapped present round the circle and everytime the music stops whoever is holding the parcel unwraps a sheet (you could wrap a little teddy in it). She also loves musical statues, chairs and bumps. A teddy bear treasure hunt would go down well.

Colouring in teddy bear pictures.
Decorating biscuits with icing (the tubey pen-like stuff) and silver balls and things. Kids love it! They could eat them at the teddy bears picnic.
