The theory is that cell phones interfere with navigation equipment. I am an electronic engineer, a llcensed pilot, and an aircraft owner; I claim that the theory is nonsense. But there are nervous nellies in any field, and aviation is certainly not exempt. Actually, the original reason for the ban had nothing to do with navigation interference -- it was because the cell phone system could not deal well with a signal appearing at a lot of stations with nearly the same strength, so the ban was issued by the FCC, not the FAA.

Mobile phones operate on a radio frequency. It is possible that the mobile phone's transmission could interfere with the aircraft's radio. The flight crew needs to be able to communicate with the ground and other planes. So for purposes of safety, mobile phones are not permitted to be used by passengers.
