It is not amulett, it is called umlaut. In Microsoft word and similar applications you can insert the ä, ë, ï, ö, ü characters and other special characters using the menu Insert -> Symbol.
You can also use the Windows application charmap.exe (found in windows system32 folder) to copy and paste such special characters.

It's called Umlaut, not amulett
If you are using Microsoft Word:
Umlaut is produced by pressing Ctrl+Shift+:, then the letter
eg. Ctrl + Shift + :, then "u"
You can also do this: Insert -> Symbol > Choose "Latin-Extended-A" in Subset drop menu (right side)
On other applications for Windows, Go to Start -> Run and type "charmap". You will see many symbols including umlaut.
On a computer running MacOS double dots can be entered be pressing Option+U, followed by the vowel to have a double dot above it.
On Linux, Unix etc. X-based systems with the Compose key can usually enter characters with double dots by typing Compose, " followed by the letter.
In HTML, vowels with double dots can be entered with an entity reference of the form &?uml;, where ? can be any of a, e, i, o, u, y or their majuscule counterparts.
TeX allows double dots to be placed over letters in math mode, using "\ddot{}", or outside of math mode, with the \" control sequence.
If nothing works for you, just copy paste this: ü or Ü

Umlaut ü or Ü -- the simple answer is:
ü = Ctrl-Alt 0252
Ü = Ctrl-Alt 0220
on a Windows keyboard for just about everything. MSWord has a special character chart to point/click/insert. I liked the other answer to your question for the other keyboards like Mac, etc.
Be aware that Windows machines have problems with the international alphabets whenever you open an English doc on a European computer unless you are running XP.

The umlaut accent marks are found on the upper and lower case vowels Ä ä Ë ë Ï ï Ö ö Ü ü Ÿ ÿ
On a Mac, hold down Opt while typing the letter to create characters with umlaut accent marks.
Under Windows hold down ALT while typing the appropriate number code on your numeric keypad to create characters with umlaut accent marks.
For Windows, the number codes for the upper case letters are:
Ä 0196
Ë 0203
Ï 0207
Ö 0214
Ü 0220
Ÿ 0159
For Windows, the number codes for the lower case letters are:
ä 0228
ë 0235
ï 0239
ö 0246
ü 0252

on my hp computer this is how i get it:
(for me it only works if i use the alt on the right side)
alt+q=ä
alt+y=ü
alt+p=ö
alt+s=ß
if you want capitol just press shift at the same time.
I hope this works for your computer.
