You could use "Nero" but do you want a data CD or a CD Audio CD ?

This would dictate what program you would need to use.

I am not sure what a "flac" file is. but if it is not an audio file with either the extension "wav" or the extension "mp3", you can not make an audio CD out of it. Those are the only two types of file that audio CDs can play. You would have to make a "data" CD instead.

If you are using Windows XP, simple black a blank CD in your CD drive. It should automatically open a window showing th blank CD. Drag the "flac" file(s) over to the blank window. Go up to the FIle menu and click Burn now. It will burn you a CD with the Flac file on it.
