This is a work laptop and I have set the background and icon-layout several times and it keeps changing back.
Any idea why this happens?

No porn on this puter!

I thought maybe there were some settings that might revert back due to some checkbox somewhere...

This is only a possible reason...but worth a look.

In most network environments, many pc or laptop settings are based on who is logged in at the time. If you login, the machine uses the settings you last used and if someone else logs on to the same machine, it uses a different set of options - such as desktop colours, icon placement etc.

Not sure if you are the only person using that laptop, but if it is a shared machine, then this could be what is doing it.

Please check if you laptop at work follow specific policy at work.
Also you need to ask you network admin at work is there any restriction
In addition I need to know after the icon change always to same or not "this is very important"
Over all you have to check the windows, because if you don't attach to domain you most properly have been attacked by another one
The best solution is to new installation for you lap top
