the petroleum jelly is oil based, so you are going to need a solvent base product to remove it, which will also strip the hair of its own natural oils, so as previously advised conditioning is going to be important.
White vinegar might help but be very careful not to get it into your eyes and what ever is recommend on this site, just try a small area before smothering it over your head, so you do not end up with another problem. Leave the test area for about an hour, and check if your scalp has had any nasty reaction to the suggested removal product.
Checking with a hairdresser might also be useful.

Shave your head. and after the fresh hair grows, stop putting petroleum jelly again on your HAIRS.

Relax, try to use your bath soap, it is a little bit stronger than your shampoo. But after using the soap, don't forget to use some conditioner to avoid your hair from being dry. Hope this works.

You could try Dawn dish soap.
It worked when the crew greased my hard hat a few years ago.
Just remember to use lots of conditioner.
