In case you're Jewish (or partly Jewish), Ulpan is not only the best way (and it IS the best way!)- it is totally free, as the Jewish agency pays for it all. All the Jewish immigrants go to the Ulpan.

If you're not Jewish and Ulpan is out of the question, I'd say that the best way would be taking Hebrew class in a university, or college, or hiring a teacher (which is much more expensive).

Immigrants learn Hebrew at Ulpan (special language schools) located throughout Israel.

Ulpan is the cheapest as you do not have to pay. Immigrants go to the ulpan. You can try the following sites:
