In theory, sure. And those people saying you might share the jackpot so you wouldn't win as much are forgetting that you'd also win every combination of 5 numbers, 4 and 3 and 5 plus the bonus ball (don't know how it works in you location, but that's the UK) so you'd make a lot back.
Problem is the practice. Again I don't know the lottery where you are, but assuming you have to print 7 million tickets and each one takes 10 seconds to enter and print off (and assuming you don't accidentally duplicate any) it would take 70 million seconds just to print them off. That's 810 days (of 24 hours). In the UK we get a week between main draws, so you have 7 days to get them printed, and the shops are open maybe 12 hours a day - so you'd need to monopolise at least 1620 ticket machines for the entire week. Who's going to put the tickets through? You? Not with that many machines. If you have one person on each one, working 12 hour shifts for a week, you're going to have to pay them.
Oh, and you need 7 million to start with. Do you have 7 million? Could be worse. In the UK the odds are 14 mill to one.

OK, in theory you could.
However, It would be almost impossible for one person to have 7 million tickets printed before the drawing.
Second, 90 million after taxes will around 45 million and the cash option would be around 22.5 million (Not a great return on your investment with such high risk). If by chance someone else hits the lottery also, you would be down to 12.5 million. And if 3 people hit the lottery, then you are down to 7.5 million.

I would point out in Europe they have 6 numbers plus a power ball on their lotteries. There are many, many lottery clubs. The clubs must communicate among themselves about which block of numbers to buy because rarely does the jackpot roll over and increase. It seems there is a winner every week for a 3 million euro jackpot.

Theoretically, yes. However, be aware that you might not have the only winning ticket. If the prize is split several ways, you could still end up losing money!
