I am developing my house and have been told I need an RSJ as I am creating an open kitchen diner.

In developing your house, we don't know if you mean remodeling or building. However, the RSJ definition will remain the same.

Someone has decided that the wall you want to remove, is a "Load Bearing Wall", meaning a wall of a structure that bears the weight and force resting upon it. Therefore the span that the wall is holding up will need supporting, and that is where the Rolled Steel Joist comes in, it will carry the new load after the wall is removed. If this is new construction, there is no wall to take out, but the span still has to be supported.

If you are making 2 rooms into one you need to support the ceiling where the old wall used to be. An RSJ is like a steel girder.

you would need an RSJ if you are taking out a supporting wall.
