I asked someone when he can complete a task and he said "couple of week". I asked again exactly how many weeks he said "I said couple of weeks, that means 2 weeks". Which is the real meaning of "Couple of Weeks"? 2 weeks or few weeks?

Couple means two, so if this person is being literal he means two weeks. However, as noted below, some people use the expression informally, to mean an indeterminate amount ranging from two to three or even more:

Two items of the same kind; a pair.
Something that joins or connects two things together; a link.
(used with a sing. or pl. verb)
Two people united, as by betrothal or marriage.
Two people together.
Informal. A few; several: a couple of days.
Physics. A pair of forces of equal magnitude acting in parallel but opposite directions, capable of causing rotation but not translation.

Most folks would interpret "couple" to mean "two," though.

It means two weeks, but if somebody who says that waits three it's no big deal. If someone says a couple of weeks, they are pretty loose, they really mean maybe 2+ a few days.

Of course it's two weeks. My Chambers English dictionary defines 'couple' as

that which joins two things together, two of a kind joined together or connected. Two or a pair. To join together.

People these days mix them up all the time. Don't always take it as two weeks as the person you are talking to it might define it as a few weeks. You should clarify with them!
