Most people would say the head...but they're wrong.

Thermal dynamics dictates that (when standing or remaining relatively erect) heat created by the body transfers conductively up.

Touch someone's head, then touch their feet. Which is cooler?
The feet. Why?
Heat conduction up the leg and radiant loss.
When you wear a hat in winter, you are just adding insulation. Preventing the loss of heat through radiation. Not because it will get coldest the fastest. You're feet will get coldest the fastest.
Mountain climbers will tell you that...hell, they'll show you the stumps that were once their toes.

I've heard that easily 10% of the body's heat can be lost through the head---there's so many blood vessels in the scalp and face. One of the fastest ways I've ever found to warm someone up in a hurry (or reduce heat losses) was to cover the head, even if it was just with a towel.

Although cold feet sure can make you miserable camping....

But I'd vote for "head".

I'll say the head
Its very highly vascularised and with the so many blood vessels in the head, it'll be easy for blood to loose heat to the environment by radiation and conduction.

Experiment by placing your hand close but not touching your head. You feel the heat on your hand don't you. Try this with other body parts.

You will lose more heat out of your head than your feet.

The head
As you start to get colder, circulation will shunt away from your extremities (i.e hands and feet) making them feel colder, but you are no longer losing large quantities of heat from them. The circulation will not shunt away from your head, because your brain needs the oxygen and nutrients. So you will continue to lose heat. Wearing a hat will help retain this heat.

the head looses more heat, thats why in the winter they always say to wear a hat because you lose alot of heat from the top!~

Definitely your head because of
1.It uses a lot more blood for brain activity
2.Because your head isn't covered by some sort of heat isolator most of the time.

they head, that's why you should wear a hat if you're cold. 80% of the bodies heat is left through the head.... so they say. i don't know exactly who 'they' are
