yes we can create the boot floppy, but not of windows, only for DOS.
procedure:
1> insert the floppy
2>left click on the floppy drive
3> choose format option
4> in that choose ms-dos boot disk(last option)
5> press ok.

Just by copying system files to a floppy will not make the floppy bootable. The system files should be written to the boot sectors of the floppy which normal copying will not do. You will have to use the utilities provided with your operating system to make a floppy bootable.

There is a utility in Windows to create a boot floppy, in case computer is not booting on its own. You can use this utility to create a boot floppy (Instead of copying the system file).

Although u'd get the rest options
but if u want to create the bootable floppy by copying urself
then u need to copy
command.com
sys.com
io.sys
msdos.sys
and
config.sys
on floppy and can boot the system.

BIOS needs to be adjusted to read from floppy at boot up, that floppy needs to be in the floppy drive at start up, Windows may not fit on a floppy for being too big unless you extract just the booting files like three sisters in combat

You need more than the files. You need special boot code in the boot sector (the first 512 bytes on the disk) Depending on what OS you're using, you probably need more than just copies of a couple of files, but it depends on what you're trying to do.

instead of creating a bootable floppy like this u can create one by selecting control panel from start on status bar- select add & remove software- add windows components- create bootable floppy.

if your os is windows 98 or lower, you can simply create boot diskette using DOS command C:\sys A:
if in windows mode, you can create bootable diskette at format dialog box with a check option for making bootable.
