.I am not sure but I would say they may be stretch marks. When you are young and you grow fast your skin can't keep up so you can get small stretch marks. (Its doesn't mean you are fat) Or you may be just a little over weight, but not necessarily. May be you could ask the school nurse to have a look just in case. I am sure the school nurse won't laugh and that way you will know what they are and if she thinks you need to see the doctor she will tell you. Otherwise ask your mum to have a look.
