If you mean can you walk up to a police officer and declare him under arrest then detain him until another officer arrives? You can't. That would be interfering with an officer and you would be arrested. If you tried to detain him that would be assault on an officer (a felony in most states) and you would be arrested after you got out of the hospital. If you believe an officer has broken the law you need to make a complaint to whatever jurisdiction the offense occurred in, just like they were an ordinary citizen. If it is the same town or city he works for then you need to make the complaint to a supervisor or internal affairs. Side note: If an officer is trying to place you under arrest you can not resist even if you know you are innocent or the arrest is illegal. You have to be arrested then argue it later. This is to prevent injury to you and the officer. The constitution allows a citizen to resist an illegal search but not an illegal arrest. If you choose to resist an illegal search, be absolutely certain of your standing. The police can search without a warrant in many circumstances.

Mikeysco is right, it's best to contact the department the officer works for and let them handle it if it's in the same county as the offense. If not, then the County DA is the place to go. You better really have a just beef though, particularly if you try to effect a ciotizen's arrest on a peace officer, and you need to have other officer's there that are prepared to actually take the one in question into custody. Tread carefully, you are on a very slippery slope there. I'm not saying don't proceed if the individual in question has broken the law. As a matter of fact, if they have, by all means do so. Just be careful.

You will surely get yourself badly hurt, and at minimum get yourself arrested and thrown into the "system" as they call it. Why? Because... "they"... are a 'brotherhood'. They do not really care about the law. They care about POWER...and if you try to take it away from one of them..they will perceive that you try to take it away from all... Police rarely obey the law themselves in many instances. They feel they are above the law..again..the brotherhood...
Bite the bullet my friend and try to forget this idea. There are other ways to get justice...change yourself and put yourself in a position where one day people so respect you , that when you point out an injustice such as he may have committed, that they will listen to you first...Use yourself for more than just cannon fodder...you could even lose your life in trying to effect the arrest of a police officer.

This is a BIG question.... be certain that you really want to go through the legal proceedings and have compelling evidence. File a complaint with the DA's office and perhaps internal affairs. This has the potential to escalate and really be a burden to you and your family if you are not being totally forthright in your claims. Proceed with caution and good luck.

In front of a large crowd of people scream "I'm placing you under citizen's arrest!". Then give him instructions to lay on the ground. If he doesn't comply, try going for his gun. He and the judge you go in front of should be very understanding.

You can not that, but if you can prove a law enforment officer has broken the law, you can report him to the police and they will take care of the problem. You must not try to arrest a law enforment officer because you will be arrested yourself and that will hurt your case in court.

No he means can you make an arrest yourself like a typical citizen's areest and how. Not via DA etc

You'll probably get a monkey stomping. You can check with a higher authority such as FBI, state police, sheriff's office, state attorney for cops committing crimes.

I find it very interesting, perhaps courageous or stupid on your part to do that, but if you must. To file the charges, meet with the DA. He will either pass the case I.A. or prosecute, maybe even a grand jury if the case merits it.
