the city will likely have ordinances about occupancy that limit the number of tenants or residents based on square footage and number of bathrooms.
check the housing regulations for that location to see the occupancy limits.

No.

Most state laws would allow a maximum of 4 people. If a husband and wife (or couple) had 3 children of the same sex, the kids could share a bedroom and that is allowed. If the children were both male and female, a 3 bedroom house would be the norm. But 20 people? No, that is against the law in the USA.

Nope. Fire codes forbid it.

I believe that there can be up to three people per bedroom (so six in a two bedroom home). I am not sure, but if I saw that, I would be calling someone. The Fire Department will be able to tell you the correct answer.

Go forth and populate the world. In a year it will be 30 and another year 40 and so on. There are probably some codes against it. Getting them enforced is another story. This would certainly be true if the people are of a minority group.

I was in a band once when we all lived in a place like that.
there was the band various roadies and groupies and a bunch of other people that would come and go...I think there were about 10 of us...
it sucked wicked bad but we had to do what we had to do...
as far as being legal...i doubt it but i don't think that was the most serious law being broken in that place...LOL

That would vary by Country, State, County, City, and in some cases down to HOA rules. You'll have to be more specific as to where this home is located.

It may be against local zoning codes. Call the zoning officer in your community and find out. They can inspect and if need be issue an order for them to vacate. The police will not be able to do anything unless zoning asks for their help.

In the US it is illegal, but consider other countries (Asia, Africa, M.East...) where people (children of a lesser God?) tend to move from their villages to prosperous cities, just to make ends meet, may be the same number of people per room, to them finding a roof over their head is a privilege!

There are not enough ways in which we can thank God for His blessings, I guess.

I don't know what country you are from - in Australia there must be at least one shower and one toilet for each eight people. There are also laws about children under eight sharing rooms with older children /adults or different sex children/adults.
