You can sue anyone for anything. In the case of a bail jumper, you can. But, unless its a very small amount, you probably have no cause to believe you will be paid the money. Joe Brown is acting as a small claims court judge. They don't have to be attorneys and have much more leeway in how they rule. If you don't like it, you appeal. In the case of JB's TV show, the participants agree to abide by his decision. And, because its made for TV,not reality, the results you see may not be what happens in a real courtroom. Besides, the ex-husband did not have to pay the money. I haven't watched that show often, but usually, on the TV judge shows there is a disclaimer that states the show paid the awarded amounts. Both sides win. That's show business.

finding on the state/city/county you're arrested in, the bail or bond you positioned up so you might get out of detention center generally pass in the direction of your fines. Very not often do human beings see their money back for a warrant being issued.

Of course you can. It doesn't matter what the money you are lending someone is being used for--that's absurd. If you lend someone money, they have to pay you back, no matter how they choose to spend it (in this case, bail).
