It's a pretty negative thought...

It is in your best intrest to pray that the person in question will realize their faults and change for the better. Some people seem to need a boot to the head but it doesn't help until that person has walked in someone elses shoes (like say cancer.)
Is it a sin? You can't act on this juvenile thought unless they do have it and you decide to torment them. Then it would be a sin.
There are ALWAYS people that have to say something stupid like the "snot" that you're referring to. You must be strong and if they have said something bad to you or towards someone you love it's called ignorance. Sometimes the most powerful thing is to say nothing until the right words come.
Ask and people will pray for you...it's the greatest gift anyone could do for another.
Hang in there and keep the faith...

yes it is. Jesus himself said, "you heard it taught to hate your enemies, but I say to you love them. bless those that curse you." The bible also says, "vengence belongs to the Lord." In other words, he'll deal with the "snot" in His own time in His own way. Mean while, you might want to work on your own heart, and seeing that you are being mindful of what sin might and might not be, shows that you are on the right track. Rule of thumb, "do unto others as you'd have done to you." and you don't want anyone hoping you'll get cancer.

i am not sure, but in ephesians in the bible it says that we do not wrestle against flesh and blood ,but against principalities, agains powers, against the rulers of the darkness of this world, against spiritual wickedness in hig places. So if this person is a real jerk you can pray for him, but don't worry, i have been in the same boat as you, i have wanted to hurt people so bad for them just being jerks, hope this help, and i would guess it would be a sin because in matthew Jesus says that you have heard the you should not committ murder but if you hate your brother then you have already committed murder in your heart. again i am not saying that i have not hated someone, i am a sinner just like everyone else, it is just when we fall or screw up we just ask Jesus to forgive us. anyway, peace.

It is wrong to hope/wish anything bad (such as cancer) on anyone, no matter how much you don't like her/him.

I wouldn't want to wish anyone any ill will or disease or anything bad cause what goes around comes around.
