Syracuse is probably more multicultural because of its proximity to Canada and the large university there. As far as other multicultural cities in New York, you can't find a city more multicultural in the world than New York City. It probably has representatives of more countries from around the world than any other city in the world.

Well there is Syracuse, Rochester, Corning, Niagara Falls, Buffalo,Binghamton, Auburn, Rome, Glen Falls and Albany . New York City is the most multicultural, but the other cities I mentioned have different cultural festivals and associations. They have several cultural attractions. But you can do a search for the topics or cities you are looking to find out about.

Cambridge is way more multicultural than Syracuse ... you have students and professors from all over the world and it's right next to Boston. Yeah, Syracuse has S.U. but Cambridge has MIT and Harvard, plus Boston area has dozens. I used to live near Syracuse. Culture there is mainly basketball and football and building snowmen. It closes down at 9 PM.

Albany might be a good choice. There are several large colleges in the area, so plenty of foreigners come to study there. Its a crossroad for New York's upsate region, theres a large Indian population there, a large black population, a bit of crime.

Plus its the capital of New York State, so you have state lawmakers and many of the offices of the New York State government agencies.
