Hi there...as you may realize not all cats have long tails such as Japanese botails http://www.furrycritter.com/resources/cats/images/japanese_bobtail.jpg, pixie bobs http://www.hot.ee/kassikas/pixie-bob.jpg, manx' http://www.salonhogar.com/ciencias/animales/gatos/manx.jpg, etc.
However, cats with long tails will not only use them to right themselves when they lose their balance from falling, but also to aid in turning quickly while running and as a form of communicating as well http://www.messybeast.com/cat_talk2.htm (see section The Tail to view chart of types of communication actions)

I dont know because i have a cat with no tail(manx) he cant jump like cats with tails but climbs everything instead. I think a tail helps with balance and to tell you their moods.

Who said they don't have any control? They use their tail primarily for balance.
