Go to ALL the shelters in your area, everyday. There are quarantine areas and hospital areas where only employees can go, so have someone look there for you. Bring a couple of copies of photographs, (for the attendants to look for your cat), they also have books and bulletin boards for you to post your lost kitty's pic.
Offer a reward. My friend lost her dog and had flyers up for a week, she changed them to offer a reward and got her dog back in an hour!! She asked the guy if he was gonna keep her dog if there was no reward and he just shrugged her off and left.
