This question is not as stupid as some of the replies seem to think, however you opened yourself up by the way you asked it.
It is a biological fact that the male species think about sex 80% of their waking life and quite a few of that percentage cannot suppress their feelings, and lose control,and display their feelings by making lewd remarks,wolf whistling,and even trying it on with women hoping they will respond, how many times have you heard the excuse "I thought you wanted it etc" this is of course very wrong and the only way to stop unwanted attention is to embarrass them when this happens,and tell them to leave you alone, when they say you led them on they are just trying to justify their actions,as a male I don't believe it is right for these disgusting actions but we are not all like that and I am sorry you feel like you do.
