The oncoming traffic going straight across from your left to your right has the right of way.
The On coming traffic turning left on a green arrow has the right of way next.
Then you can turn right on red unless it is posted to be illegal for some reason.
Watch out if there are two ways to turn right on red. If there is a concrete triangle and you are in the rightmost lane turning red, you have the right of way in the rightmost lane only, not cutting across two or three lanes to the left. The car to your left may be able to make a right turn into the leftmost lane.

I'm not sure I get you. If oncoming traffic has a green arrow and is turning left, they would be going in the opposite direction from you. That should not present a problem as long as the oncoming straight traffic doesn't start moving when you're in the middle of turning right.
However, if the cross traffic on your right has the green arrow, you might run into trouble if one of them makes a U-turn into the lane you want to turn right into. (Does that make sense?)
Regardless, the driver with the green light always has the right of way so just be careful and make sure the coast is clear.

Those whom said "yes" are correct, however I would like to add one thing. If you are turning right and there are 2 or more lanes going in that same direction it SHOULDN'T be an issue. BUT because people don't know any better and usually make a left turn and end up in the right lane, you should always yield to them anyway just to be safe.

Yes. Cars at a red light must always yield to traffic with a green light. It doesn't matter if they're turning right.

You mean that the cars are turning into the same lane you want to turn? You have to yield, because they have a green arrow. You have to wait until it is safe before you can turn on a red light.

The guy who gets their first, if you get there at the same time the guy on the left, you have to yield to cars turning on an arrow, and the car turning right yields to the car turning left.

It was originally written: Right turn on red, AFTER STOP.
People don't even stop for the red light anymore!
Youv'e got to look before you run a red light, even when it's legal!
The car with the green light ALWAYS has the right of way.
In a uncontrolled, or stop sign only intersection, the car to the right has the right of way.

What everybody who says yield to the green light doesn't realize is that you cannot see his light. The rule is: Red ALWAYS yields to other traffic and proceeds only when all is clear.
