It's a radio where you can pick up the SHORTWAVE commercial broadcasts, especially French national radio and the BBC radio shortwave channels. There are also channels in Russian, Spanish, etc. etc.

It's not an FM or AM "band" of frequencies, it is a shortwave band that includes these various broadcasts. The BBC, for example, has had 24-hour multi-channel radio broadcasts worldwide for many decades, since the British Empire controlled 1/4 of the world.

Grundig makes a good radio for this band at a reasonable price.

It's a shortwave radio where you can pick up broadcasts worldwide, as opposed to FM and AM which are just local broadcasts (except AM at night you can get distant stations). It's neat to try Shortwave and to listen to BBC or other things.
