Pakistan is having all the fun. The president publicly states a position - the army does exactly the opposite. This is what normally happens in a failed state. Bin Laden is the golden goose of Pakistan. They will provide him all hte medical facilities - kidney connected - and ensure that USA does not lay hands on him. Laden dreams of a Pan Islamic state stretching from Indonesia to Morocco-Mauritania. Pakistan is very important in his sceme of things. the nuclear state.

Pakistan is just using Bin Laden to get their work done....and opposing him in front of the world to get military and monetary supplies from US. Bin Laden is hiding somewhere in the tribal region of Pakistan...where he has abundant support. None of the Pakistani military leadership would dare to go against bin laden...and the result was the two assasination attempt on musharaff by his own men in the army. So he's kind of sober now...and doing what everybody in pakistan wants him to do...support al qaeda and it becomes more easier...since US is more busy handling IRAQ and the urge to capture Bin Laden has gone down very much. So...basically...Pakistan is using US's double standards against US....for their benefit.
