Because its easy for them and besides, their dumb male bosses are vain enough to fall for the ruse.
Otherwise, women have to achieve things on their own merit, which, thank goodness, many women are capable of doing.

Methinks buxomkity might have some insider knowledge with her answer, but I feel there are several reasons.
As was previously pointed out, doubting their knowledge or perseverance would be major hurdles.
Total lack of self confidence would be another.
Wanting to have something to hold over bosses head could be another.
In my personal situation, the boss is female and married, so having her female employees even try to sleep with her ... EEESH! (shiver)
